CHSP Service Agreements
As a condition of registration to deliver funded aged care services, CHSP providers must have a Service Agreement with each client as outlined in the Aged Care Act 2024 (the Act) and the Aged Care Rules 2025 (the Rules).
This is to support clarity of services, charges and other obligations of CHSP providers and ensure that the rights of CHSP clients are upheld (refer to the Rules Subdivision C – Requirements for Service Agreements, s148 60-70).
The new requirements reflect matters such as new service list names, and specify review dates and variation arrangements, a cooling off period and circumstances where services can be ceased.
CHSP clients may receive their services through more than one provider. This means they will need to have a Service Agreement with each provider to reflect the services being delivered.

Associated Provider Assurance Toolkit
The Associated Provider Assurance Toolkit is a practical resource designed to support Registered Aged Care Providers in demonstrating due diligence when onboarding and managing associated providers in line with the Aged Care Act 2024, the strengthened Aged Care Quality Standards, and related program requirements.
This toolkit is intended as a flexible resource that can be adapted to suit each provider’s governance framework, service model, and risk profile.
The toolkit will assist registered providers to strengthen existing contractor management practices, prepare for the new regulatory environment commencing 1 November 2025, and maintain ongoing compliance with quality and safety requirements.

The Act and Support at Home Communications Toolkit
This practical, time-saving communications toolkit supports Commonwealth Home Support Program (CHSP) and Support at Home service providers during the transition to the new Aged Care Act and Support at Home program.

Commonwealth Home Support Program Manual (CHSP)
The Department of Health, Disability and Ageing (the department) has prepared this manual for registered providers delivering Commonwealth Home Support Program (CHSP) services from 1 November 2025. It explains what the CHSP is and how it operates, and forms part of each provider’s CHSP Grant Agreement.

The CHSP 2025–27 Manual has been updated to reflect program changes under the Aged Care Act 2024. This version supersedes previous versions from 1 November 2025.
The CHSP 2025–27 Manual has 3 parts:
Part A – About the CHSP
This covers an overview of the program, 2025-27 reforms to in-home aged care, CHSP services and wellness and reablement.
Part B – Eligibility and delivery requirements
This covers access to the CHSP, interaction with other programs, provider grant funding and client contributions and flexibility provisions.
Part C – Administration and provider responsibilities
This covers quality arrangements and client rights, CHSP service continuity and provider selection, incident management and staffing responsibilities, compliance and financial responsibilities and provider reporting and system responsibilities.
Appendices A to H support the Manual with additional information.

myGovID has replaced the AUSkey method in order to prove who you are when using government online services such as the Data Exchange. – Your Principal Authority will link your organisation in Relationship Authorisation Manager (RAM) and authorise your myGovID to transact on the organisation’s behalf. – A Data Exchange Organisation Administrator must complete a User Access Request form to access the Data Exchange. – Data Exchange Organisation Administrators can create other Data Exchange Organisation Administrators for their organisation.

- Direct entry through the web-based portal, which can be used like a free case management system
- System-to-system transfer
- Bulk uploads
